Main Ingredients
- 1 piece of mackerel fillet
- 3 Tbsp pancake mix (or all-purpose flour)

- A little red and green bell pepper
- 30g carrot
- A little green onion
- Generous amount of cooking oil

Cooking Instructions
Step 1
Finely mince the zucchini, carrot, bell pepper, and green onion after washing and drying them thoroughly. Finely chopped vegetables ensure the pancakes hold their shape well and don’t fall apart.

Carefully remove the skin from the mackerel fillet. If using frozen mackerel, it’s easier to peel when slightly thawed. For fresh mackerel, gently peel the skin from the tail end and then use a knife, holding it flat, to push down along the underside of the skin to remove it.
Step 3
Place a steaming rack in a pot, arrange the mackerel fillet on top, and add 2 cups of water and 1 cup of soju to the pot. (Optional: For enhanced flavor and to reduce any fishy smell, you can add green onion whites, ginger slices, or bay leaves while steaming.)

Cover the pot and bring to a boil over high heat. Once steaming, reduce the heat to medium and steam the mackerel for about 10 minutes until tender and cooked through.

Once steamed, meticulously remove any bones and small fish bones from the mackerel, flaking the soft flesh. Using chopsticks can help in easily removing the bones.

Mix everything thoroughly until the pancake mix is well combined with all the ingredients. The batter should not be too thin or too thick; it should be able to coat the ingredients nicely.
Step 8
Heat a non-stick pan over medium heat and add a generous amount of cooking oil. Spoon about 1 Tbsp of the batter onto the hot pan, forming small, round shapes.

Fry over medium-low heat, flipping occasionally, until both sides are golden brown and crispy. Ensure they are cooked thoroughly, with a crispy exterior and a moist interior.
